Emission Testing Time Extensions

Federal law allows a vehicle owner to request a time extension of their vehicle’s emissions test date due to various exigent circumstances.  Proper current documentation along with a written request, specifying the amount of time needed (maximum of 6 months), must be submitted providing proof to the Commissioner’s satisfaction that the vehicle is unable to be tested at the time of its scheduled inspection and the 30 days thereafter.

Acceptable Reasons and Acceptable Documentation

Military Personnel:  Vehicles owned by Connecticut residents who are on active out of state military duty.

Documentation: Copies of vehicle registration, military orders and military ID.

Out of State:   (A) Vehicle is out of state at the time of its scheduled test date and the 30 days thereafter.

Documentation: A completed and signed Vehicle Identification Number (VIN) verification form completed by an out of state authority (Police, DMV or Military) submitted with a written request, specifying the amount of time needed (maximum of 6 months), for a time extension.  Contact the Connecticut Emissions Program Hotline at 1-888-828-8399 to request this form or click here to download the form.

                        (B) Vehicle owner is out of state at the time of the vehicle’s scheduled test date and the 30 days thereafter.

Documentation: See requirements for “Vehicle in Storage.”

Vehicle in Storage:     Vehicle is off the road in storage at the time of its scheduled test date and the 30 days thereafter.

Documentation:
A written request, specifying the amount of time needed (maximum of 6 months), along with copies of storage receipts with corresponding dates or the declaration page from your insurance policy stating that liability coverage has been suspended for the same time period as the extension request. Extensions beyond the policy’s expiration date are not allowed.

Stolen – Being Repaired – In Accident:

Documentation: Police report or repair bill(s) with appropriate dates indicating that your vehicle is unavailable for testing at the time of its scheduled test date and the 30 days thereafter.  Also acceptable would be the declaration page from your insurance policy stating that liability coverage has been suspended. Please include a written request for the extension, specifying the amount of time needed (maximum of 6 months).

Illness – Hospitalization of Vehicle Owner:

Documentation:  A written request, specifying the amount of time needed (maximum of 6 months), along with hospital bill(s) or a letter on your Doctor’s letterhead indicating you are unable to have your vehicle tested at the time of its scheduled inspection and the 30 days thereafter.
